Did someone blocked you whom you desperately want to

user but there can be workarounds:
Contact them by other means – SMS, Call, Facebook, etc.
If you had common WhatsApp group with that person, you
can message them there
Change your WhatsApp number or contact from any other
person’s WhatsApp
